The "Hong Kong Daily Press" of

November 16th published, under the headlines, "Canton's

Charter of Freedom for Mui Tsai", what is described as

an elaborate scheme for the emancipation of mui-tsai,

drawn up by the Bureau of Social Affairs, of which Dr.

Wu Po-liang is the chief. I have cut out from the

newspaper the article in question, and I enclose it

herewith for your information.

It so happened that Mr. G. S.

Moss, C.B.E., acting Consul General at Canton, was my

guest at Mountain Lodge in Hong Kong on the 16th

November. I, therefore, drew his attention to the

article published by the "Hong Kong Daily Press" and

asked him to be good enough to ascertain for me

whether in fact a real attempt was now being made by

the Canton Government to deal with the mui-tsai

problem.

Mr. Moss kindly consented to do this and,
